The handbook aims to support policymakers in the seven countries of the UN Special Programme for the Economies of Central Asia (SPECA) to design and implement policies in support of innovative, high-growth enterprises (IHGEs) as a powerful driver of sustainable development, a resilient post-Covid-19 recovery and the green and circular economy transitions. Innovative high-growth enterprises, due to their outsized role in job and value creation as they experiment with new ideas and respond to new incentives, hold much potential for transformative change. Differing greatly from the rest of the business sector, these enterprises require targeted support to realize their potential.
