Der Brite John Palmer studierte Klavier in Zürich und Luzern. Er nahm an Kompositionskursen bei Edisson Denissow und Vinko Globokar teil. Sein weiteres Studium führte ihn zurück nach London, für Komposition ans Trinity College of Music, an die Royal Holloway University of London und an die City University London. Zudem für Dirigieren an die Guildhall School of Music and Drama London und Analyse an die University of Bristol. Besonders befasste er sich mit der Musik von Jonathan Harvey. Palmer komponiert für Orchester und verschiedene kammermusikalische Besetzungen sowie instrumentale, Chor- und elektroakustische Musik. Er unterrichtet Hörerziehung an der Hochschule für Musik und darstellende Kunst Stuttgart.
