De jonge journalist Peter Miller (Jon Voigt) komt in het bezit van het dagboek van de oude jood Salomon Tauber. De oude man pleegde zelfmoord op 22 november 1963, de dag dat John F. Kennedy in Dallas werd vermoord. Het dagboek vertelt van de misdadige activiteiten van de oud-SS kapitein Eduard Roschmann, een concentratiekamp-beul die nog ergens in Duitsland blijkt te wonen. Gedreven door emoties gaat Miller op zoek naar de duivelse kampcommandant. Dan stuit hij op de gevreesde Odessa-organisatie die oud-Nazi’s koste wat het kost beschermt. Toch lukt het Miller en komt hij oog in oog te staan met de “Slager van Riga”!
