L'odissea di Steelhead (Jackie Chan) immigrato clandestino che, negli anni '90, dalla Cina approda sulle coste nipponiche, alla ricerca di una vita migliore e del suo antico amore Xiu Xiu. Insidiatosi nella comunita' cinese di Tokio, sopravvive grazie a furti e piccole truffe fino a quando, in cambio della cittadinanza giapponese, accetta di lavorare per Eguchi, boss della Yakuza, diventando sicario del distretto di Shinjuku, quartiere del divertimento della capitale. Coinvolto nella spirale di violenza, si accorgera' troppo tardi di non potere piu' tornare indietro.
