nella napoli di fine settecento sotto la dominazione spagnola, una prosperosa e fedele mugnaia, mentre il marito e' rinchiuso nelle carceri, riesce, astutamente, a prendersi gioco del governatore che la vuole sedurre. il marito della mugnaia, fatto arrestare in precedenza dal governatore, vorrebbe rendere pan per foacccia seducendo la moglie del governatore. trafuga il cappello caratteristico e il mantello del governatore e, cosi' travestito, entra a palazzo per raggiungere la governatrice.
