Nel 2054, per impedire il dilagare della violenza, la polizia ha messo a punto un programma che consente di prevedere le intenzioni omicide e arrestare il colpevole prima che il crimine si compia. Tutto ciò è reso possibile dai poteri di tre veggenti, i precogs Agatha, Arthur e Dashiell, in grado di identificare i futuri colpevoli. Il poliziotto a capo della squadra anticrimine, John Anderton, viene a sua volta accusato di un delitto non ancora commesso. Con l'aiuto di Agatha riuscirà a scoprire che la sua condanna è frutto di un complotto e che il sistema anticrimine non è così sicuro come credeva.
