La costa cinese è infestata da ladri e contrabbandieri. Il peggiore è il noto bandito Lor Sam Pau. Tutti i tentativi per catturarlo palliscono e Yuen Biao, capo della Polizia, incontra difficoltà in questa caccia senza quartiere. Lor, il bandito, ha spie dovunque e conosce sempre tutte le mosse della Polizia. Un'alleanza improvvisa tra la Polizia e Samo Hung, noto come "il principe dei ladri", può rovesciare la situazione.
