Ten years after a dangerous military experiment goes wrong, shop assistant Tim (Skeet Ulrich) and ice cream deliveryman Arlo (Cuba Gooding Jr) find themselves picking up the pieces. They have been entrusted with a deadly chemical weapon after a chance meeting with a dying scientist, and must now escort that chemical to a safe military base without exposing it to temperatures of over 50 degrees. Trouble is, they are being pursued by a gang of vengeful terrorists who are dead set on obtaining the chemical for their own evil ends.
