De wiet smorende, vuilgebekte Rocco Schiavone is een ongewone adjunct-commissaris van de staatspolitie. Om disciplinaire redenen wordt hij overgeplaatst naar het Alpendorpje Aosta, ver van zijn geliefde Rome. De verfijnde maar chagrijnige Romein haat de bergen, de kou en de provinciale lokale bevolking even hard als zijn superieuren met hun kleingeestige regeltjes. Maar misdaden oplossen is zijn grote passie.
