Undercover cop Tango (Cheadle) has been working the streets for so long that his loyalties are shifting from the police force to his former prison buddy, big-time drug dealer Caz (Snipes). Meanwhile, narcotics officer Sal (Hawke), under intense pressure to provide for his growing family, is finding it increasingly difficult to resist the temptation of corruption. When the NYPD launches Operation Clean Up in Brooklyn's notorious 65th Precinct, all three officers find themselves in the frontline as they are fatefully brought together at the same deadly crime scene.
