Melodrama, action and comedy meet in this tale about a white Philadelphia cop who finds himself transferred to a rundown neighbourhood, and is partnered with a solitary and sullen black officer. Alex Kearney (Anthony Edwards) does things strictly by the book, but when his best friend is murdered he will stop at nothing to bring the criminal to justice, calling on the help of his new streetwise partner Dennis Curren (Forest Whitaker) to bring the murderer down.
