Khmer Rouge terrorist Todd Chou (Daniel Wu) receives a serious head wound while on a mission in Hong Kong, which leaves him suffering from amnesia. Anti-terrorist unit head Ma Lie (Chow Wah-kin) enlists psychiatrist Shirley Kwan (Joan Chen) to convince Todd that he is in fact an undercover cop, and persuade him to infiltrate his old gang in order to get their hands on the deadly biological weapon they know to be in their possession.
