Actually just a contemptible term for "country bumpkins", "hillbilly" stands not least for the music of the rural white US population, until the late 40s with "country", "bluegrass", "western swing" or "honky tonk" of the music atlas was expanded by new pages - and the upper genre triggered the explosion of rock'n'roll through its connection with the blues.
